Submissions open for disclosure regulations for third-party fundraisers

On 11 December 2015, the Minister of Commerce and Consumer Affairs released a discussion document seeking comment on possible information disclosure regulations for third-party fundraisers making requests for funds for charitable purposes.

Third-party fundraisers are commercial businesses used by many charities to raise funds. They are either professional fundraisers or commercial operators that have an association with a charity and donate a portion of their profits from selling a good or service.

In 2012 the Government amended the Fair Trading Act 1986 by inserting section 28A to allow for disclosure regulations to be made for third-party fundraisers, but no regulations have been made yet.

Disclosure regulations would require third-party fundraisers to disclose prescribed information about their fundraising activities when asking for donations.

The Ministry is now consulting on section 28A and welcomes your comments on some or all of the questions in the discussion document, as well as broader comment on the issues covered in the document.

Youth Housing Questionnaire

The purpose of this questionnaire is for the Ministry of Social Development to gain a better understanding of the situation and challenges faced by young people (aged 16 to 24) who are, or who are at risk of, living in insecure housing situations. Insecure housing situations include (but are not limited to):
– couch surfing
– sleeping rough
– sleeping in a vehicle
– temporarily living with family or friends
– living in emergency accommodation (such as night shelters or women’s refuges)
– living in an environment where there may be exposure to risks from drugs, alcohol, or violence.

Most of our existing data is anecdotal and because of that we want to gather more detailed information and evidence about the nature of the housing situation of young people.

We are also interested in the impact insecure housing situations have on young people’s ability to be engaged in education, training and employment.

This questionnaire is being sent to organisations across New Zealand that we believe are working with young people aged 16 to 24 who are, or who are at risk of, living in insecure housing situations. Organisations that have regional offices are asked to forward the questionnaire to these offices to respond for their local area. Only one response should be submitted for each regional office.

The questionnaire will run for two weeks and close on 9 February. It should only take between 5 and 10 minutes to complete. Please do take the time to submit your response.

Empowering Communities Workshop

Recently nearly 30 community sector leaders in Auckland met to discuss the changes taking place in the Auckland Council’s relationships with our sector, and our communities.   We looked at the Empowered Communities Approach (ECA) document. We discussed the structural changes being proposed within the Community Development and Safety Department of Council. We discussed the devolution of funding to Local Boards. There were a lot of unknowns! The practical action we agreed on was to seek a public conversation with Auckland Council. Representatives from Auckland Council who will attend are:

Cissy Rock, Senior Project Leader, Strategic Community Initiatives, Community Development and Safety

Some of the points for discussion will include:

  •     Does Council hear our concerns as a sector?
  • Can we work with Council on these issues, and what does Council want of us as a sector?
  • We want to explore a process model of working together
  • We need more information about the dollars involved
  • How will the ECA (Empowered Communities Approach) deal with regional issues?
  • How will communities prepare for engagement in ECA?
  • Can we see the tests/evidence of the practical design/prototypes?
  • What is the status of the ECA document?

About the Forum
The Action on Alcohol Plan aims to reduce alcohol-related harm and inequalities in Auckland.

At previous regional forums the sector called for: greater collaboration and co-ordination; a strategic framework to support cohesiveness and an inter-sectoral approach; to build on the work already underway; and to build capacity and grow resources.

In response to these needs an Executive Planning Group was established. They have worked collaboratively to develop and begin implementation of the Action on Alcohol Plan.

We’d now like to share the Plan with the wider sector in order to:

·         Increase awareness and understanding of the Plan, and build support for its effective implementation;
·         To identify opportunities to enhance the implementation of the Plan through – collaboration, co-ordination and otherwise adding value;
·         To gain sector input on priorities for next 18 months.

Who should attend the Forum?
We invite people with an interest in reducing alcohol-related harm in Auckland to join the Forum. This includes those from statutory agencies, policy and planning, local government, community organisations, addictions and treatment, health and social services such as Health Promotion, Injury Prevention and Violence Prevention.

2018 census consultation

Ask the Statistics Department to Keep Unpaid Activities in the 2018 Census Content

The Statistics Department are currently consulting until June 30th on which questions to ask in the next census in 2018.  We encourage you to express your views and to take part in this consultation on their website www.stats.govt.nz/Census/2018-census. On this website they have listed 8 criteria to determine which questions to ask. The most important are: Does the proposed question add value to New Zealand’s society and economy? And will the proposed question produce quality information?

ADCOSS is seeking to keep the question on unpaid activities and add questions on housing and transport relevant to Auckland.
